I'm saddened to learn how much it costs to maintain, when that money could be going to improve the quality of life of more members of the community. My God is not a bureaucrat, I'm pretty sure that exploiting loopholes to do things that aren't really "work" anymore anyways isn't what those laws were intended for in the first place.
