Having worked for Amazon a while back, I came to the comments to say (some of) this. Most people don't realize that more than half of Amazon's sales are Amazon's customers, traditional stores making use of Amazon's infrastructure. Instead of trying to work around Amazon, an excellent tactic would be to push them for a new feature, one that enables a buyer to see local results first and place orders for products that are temporarily out of stock (with big blinking warning signs so that you know what you're doing).
